Currently, the Application Menu componet will become a pop-over overlay under a certain breakpoint.
However, when this happens the content behind is still interactable, which can create unintended behaviour when the user tries to close the overlay by tapping / clicking outside of it. This becomes particularly problematic on a mobile device.
Suggest having a scrim (ex. 50% black) overlay behind the menu, masking the other contents to
1) disable the content behind the menu
2) create a visual focus on the menu itself
