Dotted underlined text for tooltip or popover

Currently the tooltip examples in IDS are triggered by a button (on either hover or click).
However, sometimes a tooltip or a popover for additional information is used on text that is not suitable to be displayed as a button -- mostly because a button elevates its visual hierarchy too much, or creates additional spacing that breaks the layout.

And hyperlink is generally used for page navigation, which will be unusual for tooltip/popover.

Suggest to include an additional dotted underlined text pattern for tooltip/popover, which has wide adoptions in web pages.
